In accordance with the request of His Excellen-
cy the Officer Administering the Government we have the ho-
nour to report on the subject of the salaries of the Chinese
Employes in the Government Service.
(2) Our chief consideration during the enquiry
was the alleged increase both in house rent and in the prices
of the various articles of food although, in special cases,
other matters affecting the rate of salary as represented in
reports received from the various Heads of Departments were
also considered. These reports in several instances contain
suggestions for increases of pay on the score of long service
merit or other special qualifications; and though we refrain
from dealing with these suggestions as not being pertinent
to the enquiry we recommend them and especially those of the
Magistrate and Captain Supt. of Police to the favourable con-
sideration of the Government.
(3) The result of our investigation showed
that in recent years there has been undoubtedly an increase
